I don't think Shay wants to become pretty because when Tally tried to introduce her into the computer that would show her what she would look like pretty she got angry. But I also think that Shay wants to become pretty to be with her friends, but that would be the only reason as to why she would want to become pretty.
I think Tally definitely wants to be turned into a pretty because she looks at New Pretty Town a lot and she truly believes that she is ugly so my guess is that she can't wait to be turned into a pretty. Shay on the other hand might be a different story. She doesn't sound sold on the idea.
